The Horace Fowler Memorial Scholarship was founded in 1993 by his wife, Clara Luvenia Fowler. 
Qualifications for the scholarship:
The recipient must be a full-time student (12hrs)
Recipients must be a student in the field of welding
The recipient must repay if the student withdraws from college or fails to complete 12 semester hours with at least a 2.5 GPA
Selection is made by the Scholarship Committee
